Biography:
Nicholas Frank is a Laureate Research Fellow with the Planetary Health Equity Hothouse in the School of Regulation and Global Governance. Nicholas specializes in the political economy of trade and investment governance. Nicholas employs formal theory, econometrics, inferential network approaches, and text-as-data techniques in his research.
Nicholas has consulted for the ITC and OECD on inclusive trade and industrial policy respectively. Before joining ANU, Nicholas worked at the WTO and ICTSD on a variety of trade, investment, and development topics.
Abstract:
Bilateral development agencies are key players in global energy infrastructure investment. Between 2013 and 2022, development agencies provided more than USD 180 billion in support for the development of fossil-fuel related infrastructure. The role of bilateral development agencies in financing the energy transition has gained both academic and policy attention as countries seek to meet their climate goals and reduce greenhouse gas emissions. Despite the interlinked and interdependent nature of energy-related financial flows, the structural evolution of the network of bilateral development agency energy-related finance remains unexplored. This paper examines global bilateral development agency energy-related investment patterns, and associated implications, using a network-based approach.
